Drowning in Court Debt analyzes the collateral consequences of court debt in Pulaski County. Utilizing interviews and more than 630 survey responses, this report shows how fines and fees create a multiplier effect that can often lead to cycles of debt and the further incarceration of poor Arkansans.
Drowning in Court Debt was produced in partnership with the Clinton School of Public Service.
